Subscription overview currently shows the number of available Project Manager and Linguist licenses. Some editions (Ultimate and Enterprise) also have Submitter users included in their Subscription, but they are not shown in the overview.

Current behavior: 

Submitters are not visible in the Subscription overview where applicable. 

Workaround: 

Go to Users, hover your cursor over the New button. A tooltip will show you how many Users of each kind are in the organization, both Used and Remaining.
