JSON allows for multiple grammatical variants to be specified as variables (multiple Plural Forms, multiple gender forms, etc.). Variables need to be recognized as translatable and also amenable to increase or decrease their number depending on the language. A linguist needs to be able to change the way the variants function without having to understand the JSON coding structures required.

Current behavior:

Linguists have to be well versed in coding to adjust the JSON content. If the number of plural forms in source and target language differs, the linguists cannot easily add missing plural forms. 

Requested behavior:

ICU messages are presented in a more understandable form in the editors to allow Linguists to edit the JSON more easily.
