Current behavior:

It's possible to freely choose the option how to upload bilingual file. The person uploading it has three options and there is no way to restrict those:

• Save all segments into TM
• Save only confirmed segments
• Do not save any segments into TM

Requested behavior: 

It's possible to restrict the options to upload bilingual files, preferably in the project settings (Access and Security). 

Use case: 

Client has providers who upload final text via the Upload bilingual file feature. They need to make sure all the segments are saved into translation memory upon uploading the bilingual file.
