Search for content function

Current behavior:

The Search for content feature is available only for Project Managers and Administrators. Currently, it is not enabled for any other user roles.

Expected behavior:

Make the Search for content feature available for Linguist accounts.

This feature is really needed mostly by linguists and not PMs.
