Add option to download MTQE scorecard after pre-translation

Current behavior

After pre-translation from MT, it’s not possible to download a related MTQE scorecard similar to the LQA one.

Requested behavior

After pre-translation from MT, it’s possible to download a related MTQE scorecard similar to the LQA one.
