Let multiple Linguists work on the same job at the same time, collaboratively

Current behavior

While PMs can assign a job to multiple Linguists, once a Linguist accepts it, no other assigned Linguist will be able to work on it until completion.

Expected behavior

PMs can assign a job to multiple Linguists, and they can all work on it in collaboration if a specific project or user setting is enabled.
