Current behavior:
There is no "Edit" button in the Quotes section of the project page. Quotes can be edited by clicking the pencil icon that appears when hovering over the given quote.

Requested behavior:
There is an "Edit" button in the Quotes section of the project page, so that it is obvious a quote can be edited. The user would be able to select the quote and click the Edit button to edit it, similarly to jobs or analyses.

Use case:
It is clearer that quotes can be edited. It would also unify the UI: there is an "Edit" button for editable items (jobs and analyses) on the project page.
