Current behavior
Admin / PM accounts can perform Pre-translate action in any workflow step

Requested behavior
Pop-up warning message is produced when Admin / PM account uses Pre-translate action in a workflow step other than the 1st one

Use case
One can argue that it makes sense to Pre-translate only in the 1st workflow step. This would be a safety net measure if accidental pre-translation is used in different workflow steps.
