Current behavior:
TMS currently doesn't allow users to choose the locale code a complete file comes in.  If the target locale is de-De, the file shows as de-De.json.

Requested behavior:

Allow users to choose the format of the file name (locale.json).

Use case:

Users may have to have mulitple locales (en-US, en-GB, etc), but only need en as the file name (en.json) to fit their internal naming convention.  It would be easier to name the files on the front end, then having to rename potentially thousands of files on the back end.
