Current behavior

Phrase TMS' CAT editor comments only trigger in-app notifications, but are not tied to their own webhook event.

Requested behavior

When adding new comments from Phrase TMS' CAT editors, a webhook event (e.g. New comment created) with the necessary information to locate the resource is triggered, allowing users to then retrieve the resource via API.

Use case

Sometimes, users who are only partially involved don't actually have access to Phrase TMS and therefore its CAT editor comments, meaning this information has to be manually added to external files, so they can access and answer from there.
