Current behavior:
It's currently not possible to add comments that are visible across all languages in the CAT Editor.

The workaround is to add a Reference to the project. References are not target language specific, so they are available in the whole project. When users opens the Editor, they see a notification informing them that the project contains references.

Requested behavior:
Add comments that are visible across all languages in the CAT Editor.

Use case:
PMs would be able to add segment-specific comments and share them across languages, instead of adding comments in individual languages.
