The Linguist's relevancy currently develops dynamically based on the jobs assigned to the linguist. If the Linguist is assigned a job in a new language, that language is automatically added to their user profile. However, some clients would like to keep the relevant languages as they were specified at the time of the creation of the user.  

Current behavior:
The linguist user can be assigned to any language pair.

Requested behavior:
The Linguist's relevant language settings are locked. User can only be assigned to those relevant languages.

Use case:
If the language pairs for each Linguist are locked, it is not possible to make a mistake by assigning the wrong translator to the wrong language.
