Allow import of Submitters via XLSX

Current behavior: It is not possible to import Submitters via XLSX table. Only linguists, project managers, admins or guests can be imported.
 
Available workaround (if any): Create the Submitter via UI
 
Requested behavior: It is possible to import Submitters via XLSX table + include a column to list the widgets related to each Submitter.
