The user triggering/sending an email (e. g. when creating a new user) is not notified when email delivery fails due to a bounce.
There should be an error message telling that the delivery has failed, and the user should contact Support.
The invitation email to new users may be sent out while their email accounts are being created. Our mailing system puts the email addresses on the bounce list, and it does not re-attempt sending any emails to these addresses until the client contacts Technical Support Team.
