Notification to submitter when project is cancelled by PM

Current behavior:

If a Project manager cancels a project, no notification is sent to the Submitter.

Requested behavior:

If a Project manager cancels a project, a notification is sent to the Submitter.

Use case:

Reduce the need for additional external email communication.
