Current behavior:
When submitting the projects via Submitter portal, the Submitter cannot add a Note to the Reference section.
When submitting the projects via Submitter portal, the Submitter cannot add a Note to the Reference section.
Available workaround:
The Submitter can add a TXT file with his notes to the Reference section.
Requested behavior:
Allow a submitter account to write a note in References section.
