Current behavior:

Performing LQA is optional and can take place independently of job completion (as long as assigned users have access to editing the job).

Completion of LQA is not required for Linguists to be able to change the job status to Completed.

There is no failsafe mechanism to enforce LQA completion.

Expected behavior:

Finishing LQA assessment can be set to be a precondition for Linguists to be able to set jobs to Completed. 

Use case:

Some workflows might use LQA as an obligatory part of the translation process.
