Add XLIFF 1.2 option in Download bilingual file and Upload bilingual file API calls

Current behavior

It’s not possible to download a XLIFF 1.2 format using API Download bilingual file call.

It’s not possible to upload a XLIFF 1.2 format using API Upload bilingual file call.
