Current behavior

Once a Linguist is done with LQA, PMs/Admins can't edit the scorecard if they disagree with error category or severity. They have to contact the Linguist directly and ask them to edit it.

Requested behavior

Once a Linguist is done with LQA, PMs/Admins can edit the scorecard if they disagree with error category or severity. This right can be restricted to PMs/Admins assigned to a higher workflow step than the one related to the scorecard that needs to be amended.
