Current behavior:
Users with the Submitter role have the "Spellchecker user dictionary" option available in Settings.

Requested behavior:
The "Spellchecker user dictionary" option is not available in Settings in Submitter accounts.

Use case:
Since Submitters don't have access to the Editor, it's not necessary for them to have the "Spellchecker user dictionary" option in their account settings. Having this option enabled creates confusion for the user. Removing the option would help avoiding confusion and reduce the communication between Project Managers and Submitters needed to explain the Settings.
