It's not possible to create Quotes without an analysis.

Requested behavior:
It's possible to create Quotes without an analysis.

Use case:
Sometimes we have tasks that don't depend on the word/page count, such as DTP, implementing changes etc. Allowing creating quotes without analysis would mean a faster process and the quote wouldn't be confusing for the provider because it wouldn't contain word/page count irrelevant to the task at hand.
