Current behavior:
It is not possible to pre-configure a PO number from the Submitter Portal settings.

Requested behavior:
It is possible to pre-configure a PO number (i.e. a pattern) from the Submitter Portal settings.

Use case:
This would help avoid manual errors when typing a PO number upon project submission via SP.
