Current behavior:
LQA feedback and scorecard is propagated to LQA disabled workflow steps. Providers assigned to those steps can see LQA feedback and scorecard results.

Requested behavior:
Providers assigned to LQA disabled workflow steps cannot see LQA feedback and scorecard results from previous steps. There should be an option to disable the LQA view rights either from user or project settings.

Use case:
In some cases, preventing providers from accessing previously performed LQA assessments might be necessary.
