Current behavior:
In order to download the final completed file, users have to select workflow step to the last step and then click download completed file, which is troublesome.

Requested behavior:
Users go to a project page, click download completed file, then a drop-down list shows up to allow users to choose which workflow step.

Use case:
The user opens a Project, and it will automatically open e.g. in the 1st workflow step. They need to be careful and check what workflow step they are in to download the file in the last workflow step. Instead, it would be better to be in any workflow step and see an option to download the final completed file from the last workflow step.
