Current behavior:
It is possible to add a note on a project level only which is visible also to linguist users. It is not possible to add a note on a job level.

Requested behavior:
Project managers can add internal notes on a job level. Such a note is dislayed in the job section in a separate column to project managers/admins and is not available to linguist users.

Use case:
It would allow project managers to have notes on specific jobs (e.g., about import settings, process information, further steps that need to be done by the PM, etc.) directly in one place in the project.
