Current behavior:
When the option to Activate/Deactivate Linguists automatically is enabled under Access and Security settings, Linguists are immediately activated when a job in any workflow step is assigned to them.

Requested behavior:
There is an option that allows activating/deactivating Linguists assigned to steps higher than the first one once the corresponding job in the preceding step is Completed.

Use case:
With the current behavior, some Linguist seats are used while no work is expected from them. This option would preserve those Linguist seats availability for other urgent tasks until jobs in the assigned workflow step are ready.
