Current behavior:
QA check for Inconsistent translations is not triggered when segments have the same text but different tags.

Requested behavior:
It is possible to ignore tags for Inconsistent translations QA check so that segments with same text and different tags will trigger a warning in case of source/target is not consistent.

Use case:
When the same text is used in multiple source segments with different tags and translations are different across segments, the QA check for Inconsistent target will not be triggered. This will help avoid the risk of storing inconsistent translations in the completed file and TM.
