Add Language Direction filter to Translation Memory list

Requested behavior: 

Add Language direction filter to the TM selection menu (when adding a TM to a project)

Currently, there's no such a filter.

    When assigning a translation memory to a project, it is possible to filter translation memories based on source/target languages.
