Current behavior:
Email notification can be sent to providers by enabling the option Notify providers during job creation, or by selecting the job and clicking on Tools > Email after the job is created. 

Requested behavior:
Add an option/checkbox to notify providers from the job editing page. 

Use case:
This would be useful in a scenario where the PM first creates the job and prepares it (pre-translation, locking segments, analysis creation...) and only later assigns the job to a provider. Instead of editing the job to assign the provider and only later sending the email notification, this could be combined into a single action from the job editing page.
