Current behavior: 
The QA check for max segment length takes into account only the target text, excluding the tag metadata. If a tag contains a string of characters as placeholders, those are not counted in the length. 

Requested behavior: 
Make it possible to take into account the tag content when computing the segment length, and, consequently, the maximum length. 

Use case:
It would be useful when some placeholders need to be converted to tags, but still counted within the segment limit.
