Current behavior:
The option to auto-propagate repetitions in the Desktop Editor under Tools > Preferences > CAT can be disabled only if the user is logged in/working online.

Requested behavior:
Make it possible to disable the option to auto-propagate repetitions in the Desktop Editor even when working offline/not logged in. 

Use case:
It could be useful for users to disable repetitions propagation when working offline, or when they review jobs to which they don't have access.
