Current behavior:
Quality Assurance settings are defined at the project level and the same are applied to all workflow steps.

Requested behavior:
Allow defining QA settings at the workflow level, i.e. make it possible to set different QA rules separately for each workflow step.

Use case:
With such a feature, it would be possible to apply restrictions only to certain workflow steps. For example, enable the option Linguists may not set jobs with QA warnings to completed only for users in a specific step, but disable it in another one if not needed.
