Current behavior:
The QA checks for maximum target length work on a segment level, not on a line level when a segment is composed of multiple lines.

Available workaround (if any):
Edit the segmentation rules in order to import one line per segment.

Requested behavior:
Introduce a QA check for maximum target length per line when a segment has multiple lines.

Use case:
This could be useful when translating/reviewing subtitle files, as subtitles usually have character restrictions per line. At the same time, the workaround of editing the segmentation rules could lead to other issues, for example creating subtitles with more than 2 lines per subtitle, or creating subtitles with the same number of lines as source (which would limit the flexibility).
