Current behavior:
The option to send email notifications can be configured on a project level, under Access and security. 

Requested behavior:
Make it possible to configure email notifications on a workflow level, so that notifications can be enabled/disabled based on the workflow step.

Use case:
This would make it possible to receive only desired notifications and skip the ones for workflow steps which don't require being notified.
